Domestic Goods Certificate


As it is known, with the amendment made to Article 63 of the Public Procurement Law No. 4734 by Article 51 of the Law on Amendments to Some Laws and Decree Laws published in the Official Gazette dated February 19, 2014, and numbered 28918, the definition of domestic goods and the procedures and principles of application were determined by the Ministry of Science, Industry, and Technology by taking the opinions of relevant institutions and organizations.

 

The principles of the domestic goods certificate application, which were finalized with the letter of the Ministry dated 31.10.2014, were also approved by the TOBB Board of Directors on 05.11.2014 and entered into force. According to Article 63 of the Public Procurement Law No. 4734, the domestic goods certificate, which provides up to 15% price advantage to firms producing domestic goods in public tenders, has been redefined in Articles 9 and 10 of the new application principles, and the conditions for obtaining the certificate have been determined accordingly;

 

(1) - Conditions for industrial products to be accepted as domestic goods;

a) To be produced by industrial enterprises holding an Industrial Registration Certificate (the product name must be included in the certificate)

b) To be produced or obtained entirely in Turkey, or the significant stages of the production process and the final essential workmanship and action deemed economically necessary must be carried out in Turkey.

c) The domestic contribution rate of the product must be at least 51%.

 

(2) - Conditions for food and agricultural products to be accepted as domestic goods;

a) To be produced by operators holding an Enterprise Registration or Approval Certificate.

b) To be produced/grown or obtained entirely in Turkey, or the significant stages of the production process and the final essential workmanship and action deemed economically necessary must be carried out in Turkey.

c) For agricultural products, to be produced by firms holding a Farmer Registration System Certificate or the relevant Registration Certificate of the Ministry of Food, Agriculture, and Livestock (Greenhouse Registration System and similar).

 

The list of necessary documents for the application of the Domestic Goods Certificate is presented in the attachment below, and the domestic goods certificate can be issued within 10 days to our member firms who apply to our chamber as required by the notification.
