Specialized Vocational Training Centers (UMEM) Beceri'10 Project

The "Beceri'10 Specialized Vocational Training Centers (UMEM)" project, developed in collaboration with the Ministry of Labor and Social Security, the General Directorate of the Turkish Employment Agency, the General Directorate of Male Technical Education of the Ministry of National Education, the Union of Chambers and Commodity Exchanges of Turkey, and TOBB University of Economics and Technology, was signed and implemented on June 23, 2010.

 

One of the most important objectives of the Beceri'10 Project is to identify the needs of the local labor market in the provinces and to determine, train, and employ the qualified workforce needed by the industry, service, and agriculture sectors from among the unemployed registered with İŞKUR, thereby reducing unemployment.

 

Within the scope of the Beceri'10 project;

 

• A daily wage of 20 TL will be paid during the theoretical training of vocational courses, and 25 TL during on-the-job training, with general health insurance covered by the Unemployment Insurance Fund.

• Additionally, firms that employ trainees who successfully complete their internships will be provided with insurance premium incentives; for men aged 18-29 and women regardless of age, the Employer's Share of the Insurance Premium payments will be covered by İŞKUR for 42 months (3.5 years), and for men over 30 years old, for 30 months (2.5 years).

• If individuals obtain a certificate from the Vocational Qualification Authority, the Employer's Share of the Insurance Premium payments will be covered by İŞKUR for an additional 12 months on top of the above incentives.

 

Within the scope of the Beceri'10 project, a "Labor Market Needs Analysis Survey" was conducted in the industrial sector in our province to determine the supply and demand of the labor force, and internship demand forms were collected from businesses. It is planned that trainees will receive up to 3 months of theoretical training at Antalya Technical and Industrial Vocational High School, Organized Industrial Technical and Industrial Vocational High School, or private educational institutions, and then do internships at businesses that have requested interns for 3 months. It is aimed to place trainees who successfully complete the theoretical training and practical internship in workplaces according to the demand of businesses.

 

 

With the inclusion of the service and agriculture sectors in the project, a "Labor Market Needs Analysis Survey" was conducted in our province between April and June 2012, during which 822 firms were interviewed, and a demand for 5,629 workers in 86 different professions was collected. Courses have also started to be opened in the service and agriculture sectors.

 

On April 8, 2013, a "UMEM Beceri 10 Project Cooperation Protocol" was signed with the Antalya Metropolitan Municipality, Muratpaşa, Kepez, Konyaaltı, Döşemealtı, and Aksu municipalities. With the great cooperation established between institutions in Antalya, efforts to solve the vocational training and unemployment problem in Antalya and throughout Turkey are being carried out under the UMEM project.

 

So far in Antalya, 21 vocational courses have been opened in the industrial sector, including "auto body repair, elevator systems maintenance and repair (2), gas metal arc welding (2), furniture upholstery, post-press operations, laundry worker (4), CNC milling operator, CNC laser operator, excavator operator, desktop publishing, chemistry laboratory, furniture production worker, cooling-air conditioning, model machinist, canning production, natural gas internal installation." 85% of the trainees who successfully completed these courses have been employed by firms.

 

In the service sector, 42 courses have been opened with the participation of 862 people, including "housekeeping, sales representative, transfer staff, assistant cook, assistant service staff, assistant bar staff, sales staff, cashier, skin care and basic makeup, manicure-pedicure, secretary, masseur, beautician, individual pension intermediary, insurance technical staff," and employment efforts are ongoing.

 

Regarding the courses to be opened, unemployed individuals should first register as trainees by logging in with their ID numbers on www.iskur.gov.tr and then on www.beceri10.org.tr. Businesses should register their new intern requests by logging in with their trade registry and chamber registry numbers on www.beceri10.org.tr.
